He was a member of Brigade 2506, the CIA-sponsored group of Cuban exiles and anti-Castro dissidents who carried out the Bay of Pigs assault in April 1961, and helped draft the "Code of Occupation," intended to be the law of areas of Cuba the Brigade captured.
