Robie was a Yale MD who advocated (at least at this point in time) voluntary sterilization of "mental defectives". He notes that in 1938 there were "only" 27,000" sterilizations performed in the 30 states that allowed it (no mention of timeline or voluntary/enforced) and that "progressive California" led the way with nearly half of all sterilizations performed were CA-based. "The psychiatrist was also proponent at one time of voluntary sterilization. In 1935 he told a Senate committee in Trenton, Our civilization is in the process of being swamped by millions of mental defectives. He later wrote: Sterilization is no panacea, but there are many students of the subject who consider it an indispensable part of any farsighted and humanitarian program for dealing with society's great burden of mental disease, deficiency and dependency. --NYT obituary, May 26, 1976.
