John Philo Hoyt, the compiler of this document, was appointed as Secretary of the ArizonaTerritory in May 1876 and became Governor in 1887. His primary accomplishment was the revision and expansion of Arizona's first legal code (the Howell Code). The Howell Code was revised in 1871 and replaced in 1877 by the Hoyt Code. These Arizona Territorial laws are the laws Virgil Earp, John Behan, Wyatt Earp, and Bob Paul and other law enforcement officers in Arizona were required to follow during their lawman careers!
