Loading a number of stranded Norwegian ships with stockpiled goods that would otherwise have gone to Germany, and manning them with motley crews personally recruited from interned British seamen, Norwegian patriots, and Swedish engineers, Binney determined to break out into the North Sea under cover of darkness and bad weather. Despite Admiralty forecasts that such an operation was doomed, and in the face of political objections, five ships carrying a year's supply of Swedish materials for the expanding British war industries were successfully sailed to Britain in January 1941. An attempt to sail ten more ships in April 1942, bitterly opposed by the Germans, and delayed for many months by a legal wrangle in the Swedish courts, ended in disaster when six of them were sunk or scuttled and only two got through.
