It is now possible to produce at the laboratory scale, ultra-short 13 pulses with a duration of 100 fe…mtoseconds (10- second) and a power of the order 12 of 1 terawatt (10 Watt). Under these conditions, very high peak intensities may be obtained and electric fields exceeding typical electron binding fields in atoms are generated. The interaction of an atom or a molecule with such electromagnetic fields has a highly non-linear character which leads to unexpected phenomena. Amongst them, - above-threshold ionization (ATI) i.e. the absorption of additional photons in excess of the minimal number necessary to overcome the ionization potential and its molecular counterpart, above-threshold dissociation (ATD); - generation of very high harmonics of the driving field; - stabilization of one-electron systems in strong fields. These processes were the main topics of two international meetings which were held in 1989 and 1991 in the United States under the common name SILAP (Super-Intense Laser-Atom Physics).

Since the appearance of his original paper, pharmacodynamics, or pharmacoki netics, has become increasingly important as a tool for the study of drug action in patients. These symposia in Latin America have been quite successful. The fifteenth will take place in Brasilia in 1977. At the request of colleagues, we are in the process of developing a similar series in Asia. The first very successful symposium was held in Calcutta in 1973. We were most pleased when Dr. Amir Muhammed, Vice Chancellor of the University of Agriculture, Lyallpur suggested that we hold a symposium on a topic of great importance to Pakistan, Genetic Control of Diversity in Plants, under the auspices of the University of Agriculture. It is our hope that this symposium will be followed by additional ones in Pakistan as well as in other countries in the Far East. Leadership is quickly developing in the hands of outstanding scientists in these countries, and we appreciate the opportunity to cooperate with them. Where, in the earlier volumes, more attention was directed to animal than human studies, in this volume, almost all material deal…s with the human condition. The clinical manifestations of alcoholism may be divided into two major aspects, that of the disease itself and that of its complications. This separation is to some extent artificial since, in a sense, the natural history of the disease is a function of the development of certain complicating mechanisms. These mechanisms in turn either become part and parcel of the underlying condition -alcoholism-or give rise to a new set of clinical variables characterized as 'medical complications. ' At this point, the dichotomy becomes real. The disease alcoholism tends to be seen as a distinct psychosocial entity and to be treated with psychosocial techniques. The 'medical complications' are more clearly envisioned as being within the legitimate domain of medical practice and are treated by physicians who often tend to ignore the underlying alcoholism. The 'patient' is sometimes lost in between. The major thrust of this volume is an attempt to describe the mechanisms of alcoholism as they are now known, in such a way as to establish a continuum between the disease alcoholism and its 'medical complications.

Neuware - Since the third Workshop on 'Laser Interaction and Related Plasma Phenomena' in 1973, one area within the scope of this con ference received increased attention: laser fusion. This possi bility was emphasized in February 1977 in a Seminar on US energy policies at The Hartford Graduate Cente…r by John F. O'Leary, Head of the Federal Energy Administration, who said that 'by the year 2100, --- laser fusion will be coming along, giving us a new age of choice'. Efforts in research and development were stepped up to investigate new concepts of laser ignition of controlled nuclear reactions. Here, one expects no radioactive waste from fuel. The deuterium-tritium reaction - the only one which may be possible with magnetic field confinement in tokamaks - has a highly radio active tritium ~ycle, while, in principle, laser reactions are possible with pure deuterium, hydrogen-boron or others. The worldwide progress in laser compression was not only stim ulated by the energy crisis, but also by its advancements. In our first Workshop in 1969 F. F10ux of the French Limei1 Laboratories described his experiments, which led, only one month later, to the production of fusion neutrons in such large numbers as had not been achieved up to then (see appendix of Vol. I these Proceedings).

Neuware - The impetus for the conference held at Bombannes, France in May, 1982 arose out of a Scientific Committee on Oceanic Research (SCOR) Working Group on 'Mathematical Models in Biological Oceanography'. This group was chaired by K.H. Mann and held two meetings in 1977 and 1979. At both meeting…s it was felt that, although reductionist modelling of marine ecosystems had achieved some successes, the future progress lay in the development of holistic ecosystem models. The members of the group (K.H. Mann, T. Platt, J.M. Colebrook, D.F. Smith, M.J.R. Fasham, J. Field, G. Radach, R.E. Ulanowicz and F. Wulff) produced a critical review of reductionist and holistic models which was published by the Unesco Press (Platt, Mann and Ulanowicz, 1981). One of the conclusions of this review was that, whether holistic or reductionist models are preferred, it is critically important to increase the scientific effort in the measurement of physiological rates for the computation of ecological fluxes. The Working Group therefore recommended that an international meeting should be organized which would attempt to bring together theoretical ecologists and biological oceanographers to assess the present and future capability for measuring ecological fluxes and incorporating these data into models. An approach was made to the Marine Sciences Panel of the NATO Science Committee who expressed an interest in funding such a meeting. They awarded a planning grant and a planning group was formed consisting of M.J.R. Fasham, M.V. Angel, T. Platt, R.E.

Toward the end of that course, the class reviewed the literature on display characteristics and design. The univers…al criticism voiced in those reviews was that there was lots of hardware information but no criteria upon which one could base a sound design. Though one could learn all about the size and brightness of various displays, one could not form any judgment about how ef fectively the display transferred information to an observer. As I reviewed our nearly completed text, an announcement crossed my desk stating that one of the professional societies in a seminar was to consider if one should not attempt to formulate a theory concerning information transfer from displays to an observer. That was the first title chosen for our book, before our publisher told us that 'that was a paragraph, not a title. At the same time, however, viewing that relationship as strictly zero-sum-a gain by one side always resulting in an equal and offsetting loss by the other-is a gross misconception. It overlooks the key reality that, no matter which party comes closest to its own objectives, the relationship, and the business transactions that flow from it, must ultimately benefit both. Without that level of mutual benefit the relationship will simply not exist (or will soon founder if it somehow does come into being); for it is only the self-interest of the two parties that impels them to establish and continue that relationship at all. In transportation, however, this element of mutuality-the attitude that the parties share a common interest in nurturing their relationship-is often forgotten. In the aggregate, congenital malfor mations are now the cause of about one-third of the deaths of infants less than one month old and one-fifth of the deaths of those under one year old, up 50% in the last two decades. In the instance of one suspected cause of congenital malformations, maternal insulin-dependent diabetes mellitus, while the perinatal mortality rate of children of such women has gone down greatly since World War II, the fraction of deaths due to congenital malformations has grown correspondingly and is now approach ing 50%. Present-day knowledge of the causes of congenital malformations is most imperfect. Amongst them, - above-threshold ionization (ATI) i.e. the absorption of additional photons in excess of the minimal number necessary to overcome the ionization potential and its molecular counterpart, above-threshold dissociation (ATD); - generation of very high harmonics of the driving field; - stabilization of one-electron systems in strong fields.
