The point of departure is the concept offreedom and the self-legisla tion of reason. Since self-Iegislation is expressed in the sphere of practice or morality, it is meant to overcome some of the vulnerable aspects of Kant's theoretical philosophy, namely that which Kant himself pointed to and called the 'lucky chance,' in so far as the application of reason to sensuous data is concerned. Empirical studies explicitly based on disequilibrium are still relatively scarce. However, empirical macro economics anticipated the theoretical development, and amalgamated classical and Keynesian elements often without a clear-cut formal base. Now a theoretical integration of neo-classical and neo-Keynesian economics seems under way. There is a renewed interest in the micro-economic foundations of macroeconomics with a special focus on the behaviour of economic agents operating in non-clearing markets. In some instances these theoretical developments offer an ex post justification for empirical macro-economic practices. Generally however, they call for new ways of empirical macro-economic model building. This study operates on the border line between empirical macro economics and theoretical disequilibrium macro-economic theory. Our interest in macro-economic disequilibrium originates from the empirical side. Foreign trade relations for several countries revealed significant pressure of demand effects. Hence, the spillover of excess demand in domestic markets to foreign markets seemed a rather general phenomenon. This fact could be explained by a theory that states that actual demand for products from domestic ftrms will gene rally and systematically differ from the ex ante demand as suggested by equilibrium analysis. Wilson published a truly huge book entitled, Sociobiology: The New Synthesis. In this book, drawing on both fact and theory, Wilson tried to present a com prehensive overview of the rapidly growing subject of 'sociobiology', the study of the biological nature and foundations of animal behaviour, more precisely animal social behaviour. Although, as the title rather implies, Wilson was more surveying and synthesising than developing new material, he com pensated by giving the most thorough and inclusive treatment possible, beginning in the animal world with the most simple of forms, and progressing via insects, lower invertebrates, mammals and primates, right up to and in cluding our own species, Homo sapiens. Initial reaction to the book was very favourable, but before the year was out it came under withering attack from a group of radical scientists in the Boston area, who styled themselves 'The Science for the People Sociobiology Study Group'. Criticism, of course, is what every academic gets (and needs!); but, for two reasons, this attack was particularly unpleasant. 'Water', 'smoke', 'gold', etc. , differ in their syntactic, semantic, and pragmatic properties from count terms such as 'man', 'star', 'wastebasket', etc. Syntactically, it seems, mass terms do, but singular count terms do not, admit the quantifier phrases 'much', 'an amount of', 'a little', etc. The typical indefinite article for them is 'some' (unstressed)!, and this article cannot be used with singular count terms. Count terms, but not mass terms, use the quantifiers 'each', 'every', 'some', 'few', 'many'; and they use 'a(n)' as the indefinite article. They can, unlike the mass terms, take numerals as prefixes. Mass terms seem not to have a plural. Semantically, philo sophers have characterized count terms as denoting (classes of ) indi vidual objects, whereas what mass terms denote are cumulative and dissective. (That is, a mass term is supposed to be true of any sum of things (stuff) it is true of, and true of any part of anything of which it is true). Neuware -(Opening Address of 13th ESLAB Symposium) With GEOS and ISEE occupying a major part of the ESA scientific programme it was clear several years ago that a 'natural' basis for the 1978 ESLAB Annual Symposium would be the early data from these two spacecraft. During the 1976 meeting of the European Geophysical Society in Amsterdam it became apparent to me that a much wider community was interested and that in particular Working Group 2 of COSPAR was considering a GEOS session during its 1978 meeting here in Innsbruck. This was of course as it ought to be because GEOS had been adopted as the reference spacecraft for the International Magnetospheric Study. After some discussions with COSPAR and with the organizers of the STP Symposium which was held here last week we felt that in the interest of customer relations and following good common sense we should give up some of our independence in 1978 and merge our Symposium with COSPAR. I would gratefully acknowledge the co-operation of COSPAR's Working Group 2 chairman and vice-chairman, the active support of the President of COSPAR and the 'gentleman's agreement' with the STP programme committee which arranged that the new ISEE and GEOS results were routed to this Symposium rather than to the STP.
