Dieses umfängliche Gesetzbuch ist uns in 2 Handschriften überliefert. Der ältere Brokmer Kodex, das sog. Ms. Wicht, wird jetzt im Staats archiv zu Oldenburg i.O. aufbewahrt und in der wissenschaftlichen Literatur gewöhnlich als BI angeführt. Die Hs. stammt - wie unten ausgeführt werden wird - aus dem Ende des 13. Jahrhunderts. Sie taucht zum ersten Male auf im 16. J ahr hundert und es ist nicht unmöglich, daß Ernst Friedrich von Wicht (1548-1602) einer der älteren Besitzer war I). Dieser E. F. von Wicht war in der Geschichte seiner ostfriesischen Heimat wohl bewandert und ist auch im Besitz des alten Emsgauer Landrechts gewesen 2). Irgendwie muß dann später der Kodex in den Besitz der Familie Kettler übergegangen sein, denn im Jahre 1727 erhält ihn der Konrek tor Albert Christian Andreae zu Norden von einer Christiane Charlotte Kettler zum Geschenk, wie aus einer Notiz des Konrektors vorn im Kodex erhellt. Von letzterem hat der Regierungsrat Matthias von Wicht nach einer andern Notiz die Handschrift 1732 durch Kauf an sich gebracht. Matthias von Wicht, nach dem das Ms. benannt wurde, gebührt das Verdienst, als Erster etwas über den Brokmerbrief mitgeteilt zu haben und zwar in der Vorrede zu seinem 'Ostfriesischen Landrecht' (1746). Vor ihm wußte die gelehrte Welt nichts von den Brokmer Küren. Der Verfasser des 'Ostfries. The French armies were victorious on most battlefields and French political institutions were introduced into many countries. Among enemies as well as among friends French literature was admired and French manners were imi~ tated. This glorious period of French history had its seamy aspects, however. 1) France's military triumphs and cultural achievements did not imply a sound political and social structure. One of the most outstanding political abuses was the sale of public offices (venalite des offices), which had become an official institution of the State. Almost all offices, civil as well as military, from the lowest to the highest, were publicly sold either by the officials or by the King himself. Sale of offices is not just another form of corruption. It had serious political implications because it placed power in the hands of officials who were often incapable and unreliable. The bureaucracy, one of the fundamental institutions of the absolute monarchy, was thus deprived of much of its strength. Sale of offices also influenced the social structure of the country because it only gave to wealthy people the opportunity to hold office and excluded other classes. Further, the creation of new offices added to the burden of the taxpayer and had a disas~ trous effect on France's financial system.
