Powers [1861-1938] of Morrisville, Vermont, Associate Justice and Chief Justice of the Vermont Supreme Court, a Republican, and prominent office-holder. The Statutes are preceded by the Constitution of Vermont, dated July 4, 1786, its second printing. This volume prints the Act requiring that "the Constitution of Vermont.shall be forever considered, held and maintained, as part of the laws of this State." Moreover, all subjects of the USA shall "be equally entitled to the privileges of law and justice with the citizens of this State." Section 18 of the Declaration of Rights states "that the people have a right to bear arms for the defence of themselves and the State. . ." This language removes the ambiguity alleged to exist in the U.S. Constitution's Second Amendment, that the right to bear arms exists only in relation to State militias. FIRST EDITION. Evans 20827.
