Larry and Dick make the Civil Service the subject of their Civics term papers -- they visit their city's police and fire departments and even travel to Washington. Dick's conclusion: "You know, with the way economic and public matters are developing, governments are tak…ing more and more of a part in every phase of human activity. This means that more men are needed on Federal and State and Municipal payrolls. In other words, there is a constantly expanding field in public service."
