The author, a judge tasked with investigating allegations of police corruption, provides a thorough examination of the city's legal apparatus and the enforcement of its laws. The book contextualizes this within the broader debate on the efficacy of regulating prostitution, contrasting the arguments for and against the prevalent system of the time. It also delves into the historical evolution of societal attitudes toward prostitution and the role of religious institutions and social reformers in shaping these views. Ultimately, the book highlights the complexities of addressing this social issue, the shortcomings of existing approaches, and the need for a comprehensive and humane solution.
