Ces themes complexes et aux nombreuses facettes ont ete debattus avec vivacite pendant deux jours a Bucarest par des experts de la theorie et de la pratique, des juristes renommes, scientifiques et juges en provenance de toute l'Europe. Le premier theme du colloque concernait "la gestion des migrations par l'Europe et le droit" et le second "la protection juridique et integration des migrants en droit de l'Union Europeenne, de la CEDH et des Etats membres". Dans les deux cas, les points de vue des acteurs europeens et nationaux responsables de la gestion des migrations et de la protection des migrants etaient centraux. Le colloque se termina par une table ronde aux discussions particulierement vivantes concernant les defis que les migrations posent au droit public europeen, en echo au caractere critique de ces themes. Ce volume contient la version ecrite des contributions presentees au congres de Bucarest ainsi que celle de l'Atelier des jeunes chercheurs qui l'a precede. Chaque contribution est publiee dans la langue de l'expose oral, l'une des trois langues de travail de la SIPE: allemand, anglais ou francais. German description: Die aktuellen Migrations- und Fluchtbewegungen haben in den letzten Jahren fur die Mitgliedstaaten der Europaischen Union und fur die Union selbst nicht nur politisch brisante Themen aufgeworfen, sondern es wurden auch auf den verschiedenen Ebenen des nationalen Rechts, des Europarechts und des Volkerrechts vielschichtige und komplexe juristische Diskussionen gefuhrt. Daher wurden im Rahmen der elften Tagung der Societas Iuris Publici Europaei (SIPE) die Bedeutung von Migration als neue Herausforderung fur Europa, fur die Staatssouveranitat und fur den sozialen Rechtsstaat ausgelotet. Diese vielgestaltigen und komplizierten Fragen wurden zwei Tage lang von Fachleuten aus Theorie und Praxis, namhaften Juristen, Wissenschaftlern und Richtern aus ganz Europa in Bukarest lebhaft diskutiert. Der erste Schwerpunkt befasste sich mit der "Bewaltigung der Migration durch Europa und das Recht", der zweite Schwerpunkt bezog sich auf den "Schutz und Integration von Migranten im Recht der EU, der EMRK und der Mitgliedstaaten". Bei beiden Themenkomplexen stand die Sicht derjenigen europaischen und nationalen Akteure im Mittelpunkt, die fur die Bewaltigung der Migration und den Schutz der Migranten die Verantwortung tragen. Die Tagung endete mit einer der Brisanz des Gegenstands entsprechend lebhaften Podiumsdiskussion, die Fragen hinsichtlich Herausforderungen durch Migration fur das europaische offentliche Recht zum Gegenstand hatte. Der Band enthalt die schriftliche, uberarbeitete Fassung der in Bukarest gehaltenen Referate zusammen mit den Beitragen aus dem "Atelier Junger Wissenschaftler". Die Referate sind in der beim Vortrag jeweils verwendeten Sprache - stets eine der drei "offiziellen" SIPE Sprachen, d.h. deutsch, englisch und franzosisch - abgedruckt.
