First, under a general heading of 'Ethical and Moral Questions' the authors consider and respond top charges that collective welfare provisions are inimical to justice and freedom. Second, the authors turn to economics and examine the significance of the marked model for modern neo-liberal serives in mixed economies; the payment system for welfate and income distribution, and the consequences of the privatization of welfare services. They consider matters such as the law and order debate, the payments of social security benefits, universality and selectivity in the context of present economic circumstances and political thinking, and the position of the National health Serive.
