[with] Minority Report. 7pp, paste-fastened pamphlet mildly toned with a half-inch split at the heel of outer spinefold, toning confined largely to print-blocks and margins, some speckling from impurities in paperstock, very good. Parrish & Willingham 889. The Report of the Committee is by Ortho R. Singleton and Ro[bert] Johnston. The Minority Report is by William. N. H. Smith and Christopher G. Memminger. The page-and-one-half Report justifies payment of old debts in old currency; the five-page Minority Report dissents, citing law and precedent.
