Owen was from a horse racing family who worked the fair circuit. She was educated at SF State and was co-director of the St. Marks Poetry Project in NYC. She began publishing Telephone from St. Marks in 1969 as part of the Mimeo Revolution of which Anne Waldman, Judson Crews and Alice Notely of "Chicago" were major figures.
