Quest'opera affronta le ricadute della riforma Brunetta all'interno di uno dei settori coinvolti, la sanità pubblica, con una disamina delle norme applicabili…e della loro integrazione con leggi e contratti, esistenti e precedenti, e illustrando la parte demandata ai recepimenti regionali. Tre sono le impressioni emergenti: la prima à relativa alla eccessiva centralizzazione delle disposizioni, la seconda à che sembra essere arrivata la fine del periodo di relazioni sindacali basate sulla "concertazione", per lo meno nel settore pubblico. La terza à invece basata sulla continua taratura che la normativa opera, pià che sul pubblico impiego generale, sul comparto dei ministeri. Si ha, infatti, la sensazione che la riforma sia stata fatta avendo a mente proprio i ministeriali. Per tale motivo la sua lettura e la sua interpretazione, se calata in un contesto molto diverso, come quello della sanità aziendalizzata, non sempre risulta agevole. Dopo anni di "privatizzazioni" del rapporto di lavoro sembra comunque essersi aperta la strada, con i dovuti distinguo, verso una nuova "ripubblicizzazione" del pubblico impiego.
