The basic aim of the work was to plan a subsequent survey project and to carry out a pilot study. The obligation undertaken by the Survey Research Center was to assist the Urban Institute in various ways in developing plans for the project. The obligations of the Center have been met in part by supplying information and consultation which have been available to the Urban Institute in preparing its reports to HUD. The Center also undertook the actual data collection involved in the pilot study.
