OCLC 41693368 This study was undertaken to determine the soundness or weakness of the Territorial system of taxation; what inequities exist and how they might be remedied. The study also covers possible alternative systems of taxation based on comparative anayses of State systems. B.W. Thoron was Director of the Division of Territories and Island Possessions within the U. S. Department of Interior. In the mid-1930s, Thoron was also head of the finance department of teh Public Works Adminsitration. James C. Rettie (1904-1969) was born in Fossil, Oregon and was educated at Willamette University, Salem, Oregon and Yale University. Beginning in the 1930s, he was a career economist with the Federal government, specializing in economic research and programming in water and power development, forest and land economics, taxation, resources utilization, and river basin development. He was United States director of the North Pacific Planning Project, 1942-1944.
