From Wikipedia: "Jerome Herbert Skolnick (born in 1931) is a professor at New York University and a former president of the American Society of Criminology. He is also affiliated with the University of California. Skolnick has argued that clearance rates encourage police to focus on appearing to do their job, rather than on actually doing their job. He noted one incident where police coerced a man to confess to over 400 burglaries. From Wikipedia: "James J. Fyfe (February 16, 1942 November 12, 2005) was a well-known criminologist, an authority on the police use of force and police accountability, and a police administrator. His research on the police use of deadly force has been cited extensively, most notably in the Supreme Court case of Tennessee v. Garner, in which the Court ruled as unconstitutional police policies that allow officers to shoot to kill "fleeing felons" who do not pose an immediate danger.
