Hughes, who "For considerably over a quarter of a century . has devoted much of the time not monopolised by the 'cares of the day' (muncipal finance) to the formation of what is now a remarkably comprehensive and, in its way, complete and quite unique collection of original editions, sketches, portraits, biographies, criticisms, and other mementoes of Charles Dickens' genius and success."
