It was written by Sir Rupert Hay, who due to his position as British Political Resident in the Persian Gulf (UAE, Iran) from 1946 -1953, knew the area and its issues very well. Hay (1893-1962) was a British Indian Army officer and administrator in British India before becoming British Political Resident.
