They were all written by the one author, and I do not find sufficient evidence to suggest in what order they were written.' (p. 3) `One might end with what sounds like a paradox: if we judge the Pastoral Epistles by the criterion of what they claim to be, we are bound to find them wanting. But if we judge them on the basis of what they are, we shall probably end by valuing them highly. If they are Pauline, they represent a dismal conclusion to Paul's writings; if they are post-Pauline, they are an indispensable illustration of the state of the Church at the end of the first century.'
