FROM THE PREFACE: The *FINAL REPORT* of the Organizing Committee for the XIII Olympic Winter Games has been designed and ordered to achieve too objectives: 1.) The first is to discharge the committees responsibility under International Olympic Committee Rule Number 53 (Olympic Rules and Regulations? 1974) which states in part: *A full and complete printed report must be prepared for the International Olympic Committee, written in two official languages of the 1.0.C., French and English, and eventually in the language of the country in which the Games were held, within two years after the close of the Games.* ------ 2.) The second goal is to provide as factual an account as possible of the organization and operations of the Games hoping in the process that organizing committees of the future might find this narrative a guide as they carry out the monumental task of preparing community, committee and personnel for the conduct of the greatest winter sports festival ever devised by sports-loving man.
