Document is countersigned by Secretary of State Hamilton Fish. Signed by Ulysses S. Grant along the bottom right, with his signature partially obscured by dampstain. The recipient of this appointment, Sergeant Charles C. Miller, was a Republican political appointee who served as postmaster from 1873 to 1879. Miller served in Company I, 148th New York Volunteers, during the Civil War. Full document reads: "Ulysses S. Grant, President of the United States of America, to all who shall see these presents, Greeting: Know ye, That, reposing special trust and confidence in the Integrity, Ability, and Punctuality of Charles C. Miller, I do appoint him Deputy Postmaster, at Penn Yan, in the State of New York, and do authorize and empower him to execute and fulfil the duties of that Office according to law, to have and to hold the said Office, with all the powers, privileges, and emoluments to the same of right appertaining unto him, the said Charles C. Miller, for the term of four years from the day of the date hereof; subject to the conditions prescribed by law. Dedication printed by hand with an added personal inscription by President George H.W. Bush: "To the Honorable Edward Perkins / with best wishes, and with great pride in your service to country. George Bush. May 12, '92." A unique signed piece, between a current and former Ambassador to the United Nations. Dr. Edward J. Perkins (1928-2020) served as U.S. Ambassador to the United Nations, as well as Liberia, South Africa, and Australia throughout his 25-year foreign service career. In 1986 President Ronald Reagan appointed Perkins to serve as ambassador to South Africa in hopes of fending off a congressional override to his veto of economic sanctions against the country. It was a controversial decision amidst apartheid in South Africa, and many Black leaders urged Perkins to not take the role. Perkins accepted the position and served until 1989, one year before Nelson Mandela was released from prison. He was appointed U.N. Ambassador by George H.W. Bush in 1992, serving for one year.
