Die Autoren waren damals Marion Dönhoff, Meinhard Miegel, Wilhelm Nölling, Edzard Reuter, Helmut Schmidt, Richard Schröder, Wolfgang Thierse, Ernst Ulrich von Weizäcker. In diesem Jahr (1993) ist auf Initiative von Marion Dönhoff ein zweites Manifest entstanden, das sich mit der quälenden Frage beschäftigt: Sollen der Versuch, die Vergangenheit der ehemaligen DDR zu bewältigen, und die Nachforschungen nach "Stasi-Versippten" ad infinitum fortgesetzt werden?".
