La clásica división entre el poder legislativo, el ejecutivo y el judicial es cada vez más difusa no sólo a nivel nacional, sino también en el marco organizaciones internacionales dotadas de un tribunal con amplios poderes de interpretación, como es el caso del Tribunal de Justicia de la Unión Europea. Las críticas sobre el activismo de los tribunales nacionales, y la injerencia de estos en el poder legislativo, se han extendido también a esta institución supranacional, con los peligros particulares que ello crea para el proceso de integración europea. La justificación de los procesos interpretativos del Tribunal de Justicia es particularmente importante para legitimar la actividad del tribunal en un contexto que incluye tanto el equilibrio entre las distintas instituciones europeas como la atribución de competencias realizada por los Estados miembros. Esta obra se centra en una regla interpretativa empleada de manera habitual por el Tribunal de Justicia que es especialmente susceptible de crítica, ya que permite al tribunal definir los términos contenidos en la legislación de la Unión Europea independientemente de los ordenamientos de los Estados miembros: los conceptos autónomos. Con vistas a esclarecer esta regla interpretativa y presentar un marco teórico general, la presente obra realiza un estudio jurisprudencial de los conceptos autónomos en las distintas ramas del Derecho de la Unión Europea, tomando además elementos de la interpretación autónoma presentes en el Derecho internacional y en la jurisprudencia del Tribunal Europeo de Derechos Humanos. El estudio se divide en cuatro partes. La primera de ellas realiza una aproximación general a la crítica del "gobierno de los jueces", centrándose además en la labor del TJUE como motor del proceso de integración europea. La segunda aborda los orígenes y justificación de los conceptos autónomos, mientras que la tercera recoge los métodos interpretativos empleados para definir el contenido de los conceptos autónomos, y la cuarta examina los límites a los que se enfrenta esta regla interpretativa. The aim of the Petri net conferences is to create a forum for discussing progress in the application and theory of Petri nets. Typically, the conferences have 100{150 participants { one third of these coming from industry while the rest are from universities and research institutions. The conferences always take place in the last week of June. This year the conference was organized jointly with the 2nd International Conference on Application of Concurrency to System Design (ICACSD 2001). The two conferences shared the invited lectures and the social program. The conference and a number of other activities are co-ordinated by a steering committee with the following members: G.
