In 1849, the Springeld Aqueduct Company of Springeld, Massachusetts petitioned the state's legislature to extend its act of incorporation for an additional supply of water. This book presents a statement of facts in connection with that petition, including arguments presented before a legislative committee on the subject. The key issue is public exigency: whether there existed enough demand for expanded access to water to warrant the granting of this petition. Evidence was provided to support the need for more water, including the growth of the population and the increased use of water for both domestic and commercial purposes. Opposed to the petition were those who owned land and mills along the proposed water sources, as well as some city officials, who feared the granting of the petition would result in injury to property and loss of water power.
