Francisco Jauregui

Francisco Jauregui is a Learning & Development executive with twenty years of experience building capability systems across heavy industry and Oil & Gas operations. He is the creator of the Capability Engine framework, author of Learning Priority One: The Capability Engine, and founder of Learning Priority One LLC, through which he helps organizations turn training activity into measurable business capability.

Born in Veracruz, Mexico, and based in Katy, Texas, Francisco is also the author of ¿Y si sí?, a Spanish-language memoir about fútbol, migration, and fatherhood, written in the weeks of the 2026 World Cup, after watching all of Mexico's matches next to his twelve-year-old daughter.

He believes capability is built, not wished for. That applies to factories, to careers, and, as his daughter now knows, to national teams.
