Raj Pratap Singh is a retired civil servant with a distinguished career spanning over four decades, marked by a sustained commitment to public service, institutional reform, and the evolving landscape of India’s energy sector. With postgraduate qualifications in electrical engineering from IIT Delhi and public administration, his professional trajectory reflects a rare integration of technical depth and policy insight.
A member of the 1983 batch of IAS, Singh has served across a wide spectrum of roles in both state and central governments, as well as in international institutions. His tenure in the Prime Minister’s Office as Joint Secretary and Private Secretary to the Prime Minister Late Shri Atal Bihari Vajpayee stands out as a testament to his administrative acumen and strategic leadership in governance at the highest level.
Following his resignation from the services in June 2018 as Agriculture Production Commissioner of Uttar Pradesh, he was appointed Chairman of the Uttar Pradesh Electricity Regulatory Commission, where he served until June 2023. During this period, he played a central role in strengthening the state’s electricity regulatory framework, with a focus on transparency, consumer protection, tariff rationalization, and the integration of renewable energy.
One of his notable contributions includes the conceptualization and implementation of peer-to-peer electricity trading pilots in Uttar Pradesh in 2021, which led to the issuance of formal regulatory guidelines in 2023. This initiative has since influenced broader national-level thinking, contributing to emerging frameworks for Peer to Peer Electricity Transactions between Prosumers & Consumers.
Earlier in his career, Singh also served as a Senior Advisor at the World Bank in Washington, DC, where he gained valuable exposure to global best practices in energy policy, infrastructure financing, and regulatory design. This international experience informed his approach to adapting global insights to Indian institutional contexts.
Over the course of his career, he has represented India at numerous bilateral and multilateral forums, including high-level engagements related to development finance and global economic governance. His professional engagements have taken him to over 40 countries, enriching his comparative understanding of energy systems and public policy.
Currently, he serves as the State Election Commissioner of Uttar Pradesh. He is also actively engaged in the academic and policy discourse on energy economics and serves as Honorary President of the Indian chapter of the Association of Energy Economics.
