Dr. Mukesh Jain, a senior Indian Police Service( IPS) officer of Madhya Pradesh cadre is a professional with rich administrative experience and brilliant academic background. An alumnus of the Harvard University, IIM Ahmedabad and IIT Delhi, he has the unique distinction of holding various challenging assignments in Central Government & State Government and spearheading an initiative of national importance: Accessible India Campaign.
Mukesh Jain joined the Indian Police Service in 1989, Madhya Pradesh cadre. As an IPS officer, he held many challenging assignments including the Superintendent of Police, Raisen and Mandsaur Districts, and Inspector General of Police, Criminal Investigation Department.
On deputation to the Ministry of External Affairs, as the Regional Passport Officer, Rajasthan (2001-2002), he transformed the service delivery leading to faster and easier delivery of passports.
As the Private Secretary to Minister of State (Commerce and Industries) and later Minister of State (Power) Shri Jyotiraditya Scindia, he helped the minister in expediting signing the Fuel Supply Agreements for thermal power plants along with other initiatives in power sector and streamlined the monitoring process for power sector projects.
While on central deputation as Joint Secretary, Ministry of Power, he formulated the "Hydropower Purchase Obligation", an initiative to boost hydro power generation in the country and streamlined the techno-economic clearance procedure for Hydro-electric projects. He also fast-tracked the collaboration in Hydropower sector with Bhutan and Nepal, specially signing the JV agreement on Kholongchhu HEP with Bhutan and Power Trade agreement with Nepal.
Between 2014-18, he was the Joint Secretary, Department of Empowerment of Persons with Disabilities (Divyangjan) [DEPwD], Ministry of Social Justice & Empowerment, where he conceptualized and implemented the Accessible India Campaign (Sugamya Bharat Abhiyan), a campaign to create universal accessibility for persons with disabilities, which was launched by the Hon’ble Prime Minister Shri Narendra Modi on 3rd December 2015 on the occasion of International Day for Persons with Disabilities. Accessible India Campaign is the flagship scheme of Government of India.
He served as the Transport Commissioner, Madhya Pradesh from year 2020 to 2022 where he launched the ‘Vision Zero’ initiative leading to substantial reduction in road accidents. He is presently posted as the Special DG Police in the Police Headquarters, Madhya Pradesh.
Dr. Mukesh Jain has published many academic papers in international journals and has been a prolific contributor to national journals on the subjects of governance, and happiness & Public Policy. Dr. Mukesh Jain has authored many books, which includes a book on good governance titled “Excellence in Government: A Blueprint for Reinventing the Government”. A leading publisher is publishing his upcoming book- “A Happier You: Strategies to achieve peak joy in work and life using science of Happiness”. He is a visiting faculty to many business schools and reputed training institutes like Lal Bahadur Shastri national Academy of Administration and National Police Academy. He is an expert trainer of “Lateral Thinking”, and “The Science of happiness”. He has held more than 200 workshops on these subjects across the country.
