Dr. Alexander Noyes is a fellow at the Brookings Institution and a visiting scholar at the University of Pennsylvania’s Penn Washington. He is coauthor of War at Arm’s Length: How America Can Build Effective Partners Through Military Assistance (with Richard Bennet, YUP 2026) and author of Compromised Coalitions: The Paradox of Post-Conflict Power Sharing in Africa (Penn Press 2026). Dr. Noyes holds a doctorate and a master's degree from Oxford University and a bachelor's degree from Connecticut College. He is also an adjunct political scientist at RAND and an advisor to the Irregular Warfare Initiative.
