Gary Hoover has studied the impacts of public policy on the lives of individuals up and down the income spectrum for 30+ years. He has investigated everything from education policy to domestic and transnational terrorism policy to health policy to housing policy and a host of others.
He loves to investigate how much "perspective" matters, such as when two people look at the same set of policies and draw vastly different conclusions about how it will impact them personally and the society as a whole. He is the author of Ladder or Lottery: Economic Promises and the Reality of Who Gets Ahead. It is the type of work which he loves to engage in because it asks questions of everyone no matter how low or how high they are on the income scale.
Gary Hoover is never satisfied with one viewpoint and looks to find others which may or may not change his outlook on how public policy works and doesn't work to help us all be our best selves and as a result build a better society along the way.
