David Fraser

David E. Fraser, Ed.D., MPA, is a scholar-practitioner, senior public-sector leader, educator, and author with more than 30 years of experience across government, higher education, and the nonprofit sector. He serves in a senior executive role in local government, providing strategic leadership in legislative affairs, fiscal policy, governmental operations, organizational management, and program development.

For more than 20 years, Dr. Fraser has taught graduate students in the Master of Public Administration and Master of Science in Healthcare Administration programs at Cal State East Bay. His work emphasizes ethical governance, strategic funding, public budgeting, organizational competence, and leadership readiness.

He is the author of *Grantcraft: The Comprehensive Guide to Strategic Funding for Public Service, Healthcare, and the Nonprofit Sector* (2nd ed.); *Promoted into Incompetence*; and *The California Public Budget Challenge*. He is founder and managing director of Fraser Leadership Group, providing consulting, training, strategic planning, and leadership development.
