David Fraser

David E. Fraser, Ed.D., MPA, is a scholar-practitioner, senior public-sector leader, and educator with more than three decades of experience in government, higher education, and the nonprofit sector. He serves in a senior leadership role within elected local government, providing strategic direction in legislative affairs, fiscal policy, governmental operations, organizational management, and program development.

At Cal State East Bay, Dr. Fraser has taught graduate courses in public administration and healthcare administration for more than twenty years. His teaching and professional work emphasize ethical governance, public budgeting and financial management, organizational competence, leadership readiness, and the application of academic knowledge to professional practice.

Dr. Fraser is the author of Grantcraft: The Practitioner’s Guide to Strategic Funding for Public Service, Healthcare, and the Nonprofit Sector; Promoted into Incompetence: Why Good Workers Become Poor Leaders—and How Organizations Can Change That; and The California Public Budget Challenge: A Semester-Long Applied Budget Practicum. He is also the founder of Fraser Leadership Group, which provides publishing, consulting, training, strategic planning, and leadership-development services designed to strengthen ethical, effective, and accountable organizations across sectors.
