Jeni Gotto

Jeni Gotto, EdD, brings over twenty-five years of transformative leadership to the pages of this book. As Superintendent of Westminster Public Schools, Dr. Gotto leads with an unwavering commitment to equity, innovation, and excellence, ensuring every student—regardless of background—has access to high-quality, personalized learning opportunities.

A pioneer in competency-based education (CBE), Dr. Gotto oversees the nation’s largest districtwide implementation of CBE for preK–12, setting a new standard for how schools can adapt to meet the diverse needs of all learners. Her work has redefined learning pathways, integrating academic rigor with student agency and real-world relevance.

Beginning her journey as a vocational teacher in a small rural district, Dr. Gotto has risen to become a respected national thought leader, author, and international speaker. She has presented at major U.S. conferences and global education symposia, influencing policy and practice around instructional leadership, assessment design, and high reliability systems. Her strategic leadership in curriculum and assessment has inspired educators across the country to embrace innovation in pursuit of equity.

Her accomplishments have earned her multiple accolades, including the Colorado Association of Leaders in Educational Technology Dan Maas Technology Leadership Award, as well as national grants supporting her efforts to transform education through technology and systems change.

Dr. Gotto holds a Doctor of Education in Leadership for Educational Equity from the University of Colorado Denver, and a Master’s degree in Administrative Leadership and Policy Studies.
