Lucy L Payne

Dr. Lucy L. Payne is a professional educator with over thirty years of experience. She has a bachelor’s degree in early childhood and elementary education, a master’s degree in reading education, and a doctorate in early childhood and elementary education with a focus in elementary math education and curriculum. She has experience as a classroom teacher, a university faculty member, a university administrator, and has served with professional organizations. Her administrative work has focused on assessment and accreditation at the program, unit, and university level. Dr. Payne has led successful accreditations for her institution at the program, school, and university level.

Dr. Payne is a member of the Minnesota Path Forward Team working to improve reading education outcomes in the state of Minnesota. She has twice been appointed by the governor to the Professional Educator Licensing and Standards Board. She is the vice-chair and parliamentarian for this board. She is also currently serving on the Minnesota Alliance With Youth Board. Dr. Payne has served on her local school board member, on an intermediate school board, and on various community arts boards. She is a peer reviewer for Council for the Accreditation of Educator Preparation (CAEP) and the Higher Learning Commission (HLC).

In her current position, Dr. Payne is assigned to the department of Teacher Education teaching courses in elementary mathematics education, classroom environments, curriculum, and technology integration. She recently created a new graduate program focused on mental health and wellness for educators. She has worked with public, private, and charter schools across the Minnesota, in other states, and internationally.
