Lowell E Alt Jr

Lowell E. Alt Jr. is a licensed professional electrical engineer, and former Executive Staff Director of the Utah Public Service Commission. He holds a BSEE & MBA from WVU. He held several positions in his 25-year career in Utah regulation including Director of the Utah Division of Public Utilities where he was an energy advisor to the governor. He followed his regulatory career with part-time utility cost and rate consulting for ten years. He has testified in numerous electric, natural gas and telecommunications cases on cost of service, rate design, rate of return, mergers, interim rates and tariff policies. He previously worked 12 years for PP&L in Allentown, PA. His last positions there were Distribution Senior Engineer-Substations and Senior Tariff Analyst. He self-published his book, Energy Utility Rate Setting in 2006 and in 2023 finished a Revised and Updated Edition keeping all the original topics with a new cover.
