Dr. Scott R. Frasard

Dr. Scott Frasard is an experienced learning leader and has worked in government, academic, and corporate organizations in a global context. Scott is an adult educator for more than 30 years, has an M.Ed. and PhD in Adult Education from The University of Georgia and a M.Ed. in Measurement, Evaluation, Statistics, and Assessment from the University of Illinois – Chicago. He is currently a director and psychometrician full time in a global test development industry organization, teaches part time at the undergraduate level, speaks at conferences globally on adult education and evaluation topics, and publishes in these areas.

At age 48, Scott was formally identified as being autistic. Since then, he has expanded his research agenda to include increasing instructor acceptance of neurodiversity issues in corporate and higher education and evaluating the impact of teaching strategies in the neurodiverse learner population. He is an autism advocate, speaking to a wide audience on various neurodiversity-affirming topics important to the autistic community. In April 2022, Scott launched an advocacy campaign on LinkedIn under the moniker, “A Reflective Question to Ponder” that aimed to foster fruitful dialogue among people with differing perspectives about autism and autistic people in order to better understand the values, beliefs, and assumptions that bring rise to these perspectives.

In 2019, Scott was honored by The University of Georgia’s Mary Francis Early College of Education as one of their inaugural inductees of the Circle of 50, in recognition of his important contributions to research and practice in adult education, learning, leadership, and organizational development in the Department of Lifelong Education, Administration, and Policy’s 50 years of graduate programs. In 2023, Scott was honored by Neurodiversity World – Powered by Dynamics Group UK as one of the top 50 Neurodiversity Evangelists globally.
