Jerome F. (Jerry) Climer is coauthor of two books about Congress: Fixing Congress: Restoring Power to the People, published by Morgan James Publishing, and Surviving Inside Congress. He was a congressional staff member for 20 years before creating the Congressional Institute, where he served as president for 20 years before retiring in 2007.
Climer’s field of expertise is public administration, a branch of political science that includes public policy, issues development, and understanding public opinion research.
As president of the Congressional Institute, he organized bicameral congressional conferences for Members of the Senate and House called the “Congress of Tomorrow.” He also planned and organized bipartisan retreats for all Members (Ds and Rs) of the US House. The Institute does not advocate policy solutions.
Climer and his wife, Mary Ann Climer, natives of Arkansas, have an adult daughter and son and two above-average granddaughters.
