Dr. Evans was born and raised in Buffalo, N.Y. A 30-year Navy Veteran who retired in 2004, worked for the Navy after retirement as the Director of Public Health at Naval Hospital Camp Pendleton, California for 15 years. He completed his Doctoral degree in Health Administration from The University of Phoenix in 2016 and holds several degrees in Healthcare and Business Management.
