Paul was born in England but emigrated to Canada as a teenager and graduated from Agincourt High School near Toronto. He attended Toronto Teachers' College and obtained his B.A. in Psychology from McMaster University and his B.Ed. from the University of Toronto. He later earned an M.A. in history and an M.Sc.Ed. both from Niagara University in New York.
Paul taught in several locations in Ontario and in England but spent the last 20 years of his 35 year teaching career at Port Perry High School northeast of Toronto.
Since retiring he has written eleven books on Ontario history including:
- Merchants of Old Port Perry, A Commercial and Social History of a Small Ontario Community.
- Mayhem to Murder. The History of the Markham Gang. Organized crime in 1840s Ontario.
- Steamboats on Scugog. A History of Steamboating on the South Central Kawarthas
- Durant's Right Hand Man, A biography of Dr. Edwin Campbell, Founder of the Chevrolet Motor Company.
- Pine Grove Cemetery. A guide to Port Perry's largest cemetery
- The Nip and Tuck. A History of the Port Whitby, Port Perry and Lindsay Railway.
- Bringing in the Sheaves. The Cultural and Religious Struggles in 19th Century Central Ontario.
Paul is also a contributor to Focus on Scugog, a monthly news and information magazine in the Municipality of Scugog.
He has given talks on Ontario History to community groups all over Southern Ontario and has led historical walks in Scugog, including Port Perry, Greenbank, Blackstock and Prince Albert.
He is the Past President of the Lake Scugog Historial Society.
For his work in Canadian History he has earned a number of awards including the Lieutenant Governor's Ontario Heritage Award in 2009 and the Queen Elizabeth II Diamond Jubilee award in 2013.
He lives in Port Perry, Ontario, with his wife Isabel, who is a retired Elementary School teacher and they have three sons, all married and living in Ontario.
