Steve Glickman

Steve Glickman is Founder & CEO of Develop LLC and one of the nation’s top Opportunity Zones experts and thought leaders on building equitable communities. Develop is the first advisory firm exclusively dedicated to Opportunity Zone Funds and the broader Opportunity Zones marketplace.

Develop’s clients include some of the largest and most influential Opportunity Zone Funds in the country, collectively deploying nearly $1B in real estate, energy & infrastructure, high-growth businesses, entertainment, and impact investments.

Steve is also the Co-Founder, and from 2013-2018, the CEO of the Economic Innovation Group, the bipartisan public policy organization that was the chief architect of the Opportunity Zones program.

Steve previously served in the Obama Administration as a senior economic advisor at the White House, where he managed trade, investment, manufacturing and small business policies for the National Security Council and National Economic Council. He was also Chief of Staff for the U.S. and Foreign Commercial Service and Deputy Associate Counsel in the White House. Previously, Steve served as Counsel to the U.S. House Oversight Committee, as a criminal prosecutor for the U.S. Department of Justice, and as an investigative counsel for the Democratic National Committee.

Steve received his B.A. & M.A. from Georgetown University, J.D. from Columbia Law School, and LL.M. from the London School of Economics. He is an Adjunct Professor at Georgetown University.
