He grew up in one of the poorest neighborhoods in the Bronx, New York, where he learned early that people are often judged by where they come from rather than by who they truly are. His mother was born in Puerto Rico and immigrated to New York during her senior year of high school without speaking English. Forced to leave school, she later earned her high school equivalency diploma before going on to receive both a bachelor's degree and a master's degree from Fordham University. His father, born in the Bronx, left high school as the oldest son to help support his five younger brothers and sisters. Together, they taught Luis that education could change the course of a life.
That lesson carried him from the Bronx to Brandeis University and then to Harvard Law School. During his legal career, he has represented municipalities, corporations, developers, Native American tribes, and national organizations, often helping clients navigate legal, political, and business challenges that seemed impossible to solve.
Those experiences became the foundation of his fiction.
Whether writing about drug cartels, tribal sovereignty, immigration, cybercrime, or government power, Luis is drawn to the people who live behind the headlines. His novels explore complex issues through the lives of characters who are often overlooked, misunderstood, or judged before they are truly seen. Rather than telling readers what to think, his stories invite them to experience unfamiliar worlds and wrestle with difficult questions through compelling, fast-paced suspense.
Luis lives in South Florida and continues to practice law while writing novels that combine authentic legal insight with high-stakes storytelling. He hopes readers finish each book not only entertained, but with a deeper curiosity about the people and the world around them.
