David L. Keys

David L. Keys, B.S., M.A. is a practitioner, teacher, and student of the U.S. National Environmental Policy Act (NEPA) of 1969 with many years’ experience implementing NEPA. Now retired, he was the Southeast Regional NEPA Coordinator for the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), St. Petersburg, Florida. He is the former owner and operator of Enviro-Limit, and current owner of Calthos, both NEPA consulting companies. He earned the NEPA Certificate from the Duke Environmental Leadership Program where he was also a guest lecturer. He taught NEPA Implementation at the University of South Florida, St. Petersburg where he was an adjunct instructor. When he is not occupied with NEPA issues he is fly fishing for trout in Northern Georgia or the Greater Yellowstone Ecosystem, or stargazing.
