The modern Welfare-State, as it’s well known, is a State that performs many more functions than the liberal state of the early 1900s.

The considerable series of public services, on which the well-being of citizens directly depends, presents, particularly in Italy, many inefficiencies.

The introduction of information technology, with the dematerialization of administrative activity, the increasingly widespread use of digital signatures, the implementation of e-voting, the realization of telematic jurisdictional processes, etc., constitutes the most promising innovation in order to obtain cost savings and greater satisfaction of citizens' expectations.

However, this is a complicated process, which requires considerable investment, in terms of infrastructure but, above all, of culture.

With my research activity, starting from my degree with honors in law, with my PhD in administrative law, with the teaching experiences I have carried out in other universities, even abroad, and not least with my course in Law and Informatics at the Catholic University of the Sacred Heart in Milan (Italy), I aim to give my contribution to the achievement of these goals.

Over the years, I have not concentrated solely on academic commitments. Considering that the reflection on these issues cannot be entrenched within the walls of the University, I have successfully carried out the activity of administrative lawyer and I have actively participated, within many associations, in the development of the debate on e-government, pointing out on many occasions an original thought, which has been recognized by policy makers.

For example, I took an active part in a process aimed at simplifying administrative procedures in Italy, receiving the thanks of the Ministry. I also participated in the experimentation of the telematic administrative process in close contact with the Regional Administrative Court of Lombardy.
