Cesar Mirabel Perez was a Catholic Priest who joyfully married a Catholic Nun with the blessings of God and His Catholic Church. After receiving their dispensations from all their vows from the Holy See in Rome, they were married in the chapel of the Cardinal of New York, USA in 1974. Out of this beautiful wedlock were born two sons, now great young men. Greg, 44 years old, works with IDEO as design director based in Tokyo, Japan. Joe, 42 years old, a computer engineer, works as a senior systems administrator in Chicago, USA.
Cesar was born in Legaspi City, Philippines on July 4, 1935. Right after graduation from the 6th grade at age 15, he entered the Diocesan Seminary in Naga city,Philippines where he completed his High School and Philosophy studies. In 1957, he transferred to the Oblates of Mary Immaculate, a Religious Congregation which served the Dioceses of Cotabato and sulu, Philippines. Cesar competed his theology studies in San Jose Seminary managed by Jesuits Priests. He was ordained Priest in June 1963. For nine years, he served in varied ministries including Parish work, Mission work, and Academic Work.
In addition to his priestly degrees, Cesar received his Bachelor of Arts degree in Social Sciences and Psychology from Notre Dame University in the Philippines and received his Master of social Work degree (MSW) from Rutgers University in New Jersey, USA. He also took extenive and in-depth studies in Alcoholism and Drug Dependency at various chemical dependency educational centers in the United States. He earned his Certification as an Addictions Professional from the Florida Certification Board.
Cesar has served in senior management positions for such distinguished organizations as the State of New Jersey's Division of Alcoholism (1975-1978), the Metropolitan Alcoholism Council of Central Florida, Inc. (1978-1984), the Professional Comprehensive Addictions Services, Inc. in Clearwater, Florida (1984-1989), and the Valley Community Services Board, Inc. in Virginia, USA (1991-1993).
Cesar has been a member of the faculties of such prestigious educational institutions as the Rutgers Center of Alcohol Studies in New Jersey and the Florida State University. He has served as consultant to Washington D.C. National Institute of Alcohol Abuse and Alcoholism, the National Center of Alcohol Education, the National committee for the Prevention of Alcoholism and Drug Dependency of Washington, D.C. and the United States Alcohol Safety Action Program.
