- Health Systems Specialist (part time), 2010-2012. Worked as part of Systems Redesign team primarily using operations systems engineering methods to improve quality and cost effectiveness of the VA Ann Arbor Healthcare System.

Michigan Medicine (formerly known as University of Michigan Health System), Ann Arbor, MI:

- Director, Program & Operations Analysis, 1985-2009. For 24 years, Dr. Coffey was a member of the executive teams leading several highly successful institution-wide initiatives at the University of Michigan Health System, including: developing and implementing the quality improvement process, the cost effectiveness and operations improvement process, and the Michigan Quality System. Highlights include:

- Directed the Program & Operations Analysis (POA) department that focused on decision-support initiatives, including: lean thinking, quality improvement, operational and clinical cost effectiveness, and management assistance.

- Served as member of multiple leadership teams directing the Michigan Quality System that integrated the approaches and methods of lean thinking and six sigma with the methods of the successful total quality management initiative begun in 1987.

- Worked closely with physicians to improve quality, standardization, and cost effectiveness.

- Developed courses on quality improvement, which were subsequently used to train managers at UMHS and several other healthcare organizations within the U.S. and Canada.

- Was member of emergency operations center (EOC) team.

- Presented over 80 seminars and lectures on quality in the U.S., Canada, Japan, Russia, Saudi Arabia, and Spain, and has given seminars to visitors to UMHS from many countries, including: Australia, Brazil, Canada, Denmark, England, Germany, Japan, Korea, Netherlands, Sweden, Switzerland, and Thailand.

- Director, Health System Planning, 1998-2007. Dr. Coffey directed the Health System Planning (HSP) department, in addition to Program & Operations Analysis for 9 years. Highlights include:

- Directed the Health System Planning and served as member of the executive leadership team that developed and implemented the first integrated strategic plan for the entire Health System in 2000. This was a complex process, involving over 130 faculty and administrators from the Health System and University, and included the educational, research, and patient care needs, aspirations, and constraints.

- Served a member of leadership team that updated the strategic plan during 2005.

- Led HSP staff to manage the certificate of need (CoN) process and activities within UMHS to comply with Michigan's CoN laws, regulations, and standards. Michigan has 14 major covered services, and UMHS continuously has multiple CoNs in process.

- Led HSP staff to complete several strategic planning and benchmarking analyses each year related to the full range of UMHS services.

Chi Systems, Inc., Ann Arbor, MI. Chi Systems (now part of ACS Healthcare Solutions) was a consulting company focusing on assisting health care organizations in operations improvement, cost reduction, strategic planning, and facility and space planning.

- Consultant, 1970. In various capacities, Dr. Coffey:

- Supervised and conducted many consulting projects for clients throughout the U.S. and Canada, including research and development, strategic planning, facility and space planning, operations and information improvement, staffing, and cost reduction.

- Served as Project Director for Canadian Department of Health and Welfare, to develop functional and space planning methodologies for hospital departments used by all provinces in Canada.

- Consultant, Medical Affairs Division, 1974-1975. Conducted research on impact of preadmission testing on length of stay for hospital inpatients, and demonstrated that preadmission testing reduced length of stay and costs.
