Leela Dhar Mangi was awarded gold medal from Governor of Jammu & Kashmir for securing first position in Library & Information Science in the presence of Chief Minister of Jammu & Kashmir, during the year 1997. He has qualified, JKSLET (Assistant Librarian) breaking all previous records, University Grants Commission-National Eligibility Test (India), CBSE-National Eligibility Test, NET conducted by National Testing Agency (NTA) for Assistant Professor and JKSET for Lectureship.
He has served as online Librarian in the "The Himalayan Mail" an English Daily of Jammu & Kashmir. He was founder Librarian at Dogra Law College, first Law College in the state of Jammu & Kashmir. He has established two University libraries by serving as Assistant Librarian at Sher-e-Kashmir University of Agricultural Sciences & Technology, Chatha, India and founder Deputy Librarian at Baba Ghulam Shah Badshah University, Rajouri.
Mangi has successfully completed Faculty Development Programme from National Institute of Educational Planning and Administration (NIEPA) of India. He has also participated and achieved recognition at IIT- Kharagpur in OSSTC held in collaboration with National Digital Library of India (NDLI). He was appointed as founder Observer for UGC-NTA-Indian Council of Agricultural Research-Computer Based Test in J&K during 2019. He is pioneer in qualifying Annual Refresher Programme(s) In Teaching (ARPIT) during 2019, 2020 under the SWAYAM platform which is developed by Ministry of Human Resource Development (now Ministry of Education) and NPTEL, IIT Madras with the help of Google Inc. and Persistent Systems Ltd.

SWAYAM is a programme initiated by Government of India and designed to achieve the three cardinal principles of Education Policy viz., access, equity and quality. The objective of this effort is to take the best teaching learning resources to all. SWAYAM seeks to bridge the digital divide for students who have hitherto remained untouched by the digital revolution and have not been able to join the mainstream of the knowledge economy.
Mangi has also achieved distinction to be a team leader / in-charge contingent for national ICAR sports meet/ educational tour consisting PG/UG students at Tirupati from Sher-e-Kashmir University of Agricultural Sciences & Technology under the ambit of DSW during the year 2020.
He is also patron of Indian Library Association and life member of Indian Association of Special Libraries and Information Centers. He has contributed in several local and national workshops / seminars / conferences /orientation / refresher courses including lectures at International Resource Cell and has publications/ reviews/ books at International level. He has imparted instructions in the discipline of Library & Information services to post graduate and doctoral students for about 18 years.
Leela Dhar Mangi was granted sponsorship under Faculty Improvement Programme to pursue higher studies from A+ Graded NAAC accredited institute in India . Awarded certificate of Excellence in reviewing from UK for his work. His contribution to professional journalism by editing/authoring subject/reference books at national and international level is substantial. He is associated with more than ten journals published from India and abroad as a team member of editorial boards or reviewer panels . He has received offers for Librarianship from JK High Court, India, Government Higher Education Department, Jammu & Kashmir, JK Public Service Commission, Sri Mata Vaishno Devi University, Kakryal (Katra V.D.), All India Institute of Medical Sciences (AIIMS), Bhopal (INDIA), etc.
He is also working as an independent researcher and his research interests include human behaviour, agricultural libraries, librarianship, information systems, motivation and job satisfaction, working conditions of library professionals. His role for mobilising funds from funding agencies in the form of projects at SKUAST-J Library and at BGSB University is pivotal.
