Cindy is the oldest of six children and grew up in Colorado in the 1940's and 1950's. She moved to California and graduated from the University of California at Berkeley in 1965. Shortly thereafter she began her first professional employment as a social worker for San Diego County.
She married Phil Rasmussen, an officer in the Navy who was working for the elite Special Forces now known as Navy SEAL's. The couple has three children; Mark, born in 1969, Steven, born in 1971, and Geoffrey, born in 1977. Their second child, Steven, has autism and is the inspiration for the book Cindy has written about their family's journey through life with Steven.
While raising their family, Cindy has also spent many hours doing volunteer activities, including serving on the Training Committee of the San Diego County Regional Center, the Board of the San Diego Chapter of the National Society of Autistic Children, and the North Kitsap School Board in Poulsbo, WA.
Cindy now divides her time living with her husband, Phil, half a year in Washington on the Olympic Peninsula, and half a year in Jensen Beach Florida.
