Elliott Downing is a Seattle-based author who believes "Seattle-based" sounds much more impressive than "lives in Seattle." I'm based there, sure, but I could be anywhere. I could be right behind you! I'm not, but you can see the degree of respect this phrasing garners, I trust. He also sometimes forgets to speak about himself in the third person, then starts again later on.
