The author is the Dean with the academic rank of Professor 6 of the College of Teacher Education, University of Northern Philippines, UNESCO Heritage City of Vigan. He was a recipient of the Distinguished World Book Awards 2013 during the World Research Festival 2013 Award (IAMURE), Marco Polo Hotel, Davao City. He is an author and editor of the various published Amazon books in the field of Social Sciences, Education, and Public Administration.

As to his recent accomplishments in the College of Teacher Education, he works out the granting of the Center of Development and the CHED Grants on "Sustaining Academic Excellence in the Teacher Education Program through Inclusive Education and Sustainable Development "- Grantee under CMO No. 33, series of 2016.

He initiated and implemented sustained International Linkages and Consortia in response to the strategic location of the College of Teacher Education, the University of Northern Philippines at the UNESCO Heritage City of Vigan (Seven Wonder City of the World) to support cultural heritage and the Socio-Cultural Blueprint of ASEAN integration. The establishment of the Learning Resource Center contributes to the sustained partnership and linkages of Romchatra Foundation as the associate member of the Maritime Silk Road Confucius Institute with the substantial contributions as Editor in the Amazon Book Publications for the foundation. The academic facilitation and collaboration of the Memorandum of Understanding (MOU) and Memorandum of Agreement (MOA) for the student and faculty exchange program with the ASEAN schools and SEAMEO partner Universities.

In his professional membership designations, he was the Executive Vice President for 2018-2020 (National Level) Board of Trustees, State Universities and Colleges, Teacher Educators Association ( SUCTEA); Vice Chairman, Region 1 Teacher Education Council (R1TEAC) as the Professional Association for Department of Education CHED in Region 1 ; Adviser, SUCTEA Region I; Former Public Relations Officer (PRO) for 2016-2018 (National Levell) Board of Trustees, State Universities and Colleges Teacher Educators Association (SUCTEA).

Furthermore, he was designated to work in various administrative positions of the University as the Secretary for Teacher Enhancement and International Affairs (2002-2004), Assistant Director of Extension Office for Programs and Projects (2004-2005), Assistant Director of the Special Projects and International Affairs ( 2006-2008), Special Assistant to the Vice President for External Affairs and Alumni Relations (2009-2011), ASCU-SN Secretariat in the Course Book Writing Development Project (2007-2011), and Discipline Chair in Social Sciences (2005-2009), Core Faculty and Extension Coordinator of the Graduate School Program (2001-2012).
