Dr Baudouin Heuninckx, MCIPS, is a part-time academic at the University of Nottingham, where he tutors in defence procurement law and policy, and at the Belgian Royal Military Academy, where he teaches programme management. He is also the Head of Legal Affairs and Litigation in the Belgian Defence Procurement Division.
He started his career as a technical officer in the Belgian Air Force, before becoming in 1996 in-service support manager of its transport aircraft. From 2001 to 2008, he worked for the international organisation OCCAR on the A400M military transport aircraft programme. In 2011, he became Head of Aeronautical Programmes in the Belgian Defence Staff Procurement Division, where he oversaw the A400M, NH90 and F-16 programmes. As Branch Chief Helicopters, he was between 2014 and 2016 responsible for the in-service support of the helicopters of the Belgian Armed Forces. Since 2016, he is the chief in-house counsel of the Belgian Defence Staff Procurement Division.
Having developed a love for public procurement, in particular defense procurement law, Baudouin completed in 2011 a PhD on the law of collaborative defence procurement. He has published many articles, chapters and books on defence procurement law and management and has spoken at numerous conferences.
